Yes, as soon as a report is acted upon, i.e marked good or bad it leaves the queue for all other staff.

However, if the section moderators want to enforce things their a little more strictly for whatever reason, they could potentially post that within the staff forum, so that global moderators and patrollers could take a look there before acted upon it. Obviously, this is case specific, and requires agreement between the staff.
