Isn’t that a bannable offense? If the intention is to scam, then the user shouldn’t just get a red tag, they should be banned as well. It won’t only damage Metawin’s reputation, it also hurts the whole forum. I’m not sure if it falls under the rules here, but if it does, then it's better.

Scams are not moderated generally but that account should be banned according to forum rules, and while in general scammers are not banned but if they do scam things like phishing and malwares, ban is applicable.

There are many scammers have not been banned after they committed scams for years, like following members but there are more.

Many scammers are not banned here on this forum and I guess this is for a reason, though it's only the admins that can tell the reason anyway, but I think I like the style.

Scammers are not banned but their account are always made useless by the number of negative tags and flags they possibly get, what can be more hurtful than this?
If I was a scammer, I rather would like my account banned so that I can't access the forum or participate in discussions from that account anymore, than having an active account, yet I can't use it for any thing important.

And let me point out that some scammers do get banned anyway just as you have said, but they are specially newbie scammers, spammers and so, scammers with already high ranking accounts usually get multiple tags and flags and this is it, based on my personal observations though.
