Users can hope that they can pay the money to all genuine users. At least, this brings hope after waiting for so long without any explanation. If they can really process the withdrawal, all of the money, that will bring more happiness. Until that time, users still have to wait and see if they really pay.

This is most likely to be the case, and I wouldn't be surprised if they declare 99% of all users to be abusers, as this is one of the easiest ways for them to disappear and avoid their obligations to users. Ironically, scammers will be looking for abusers.
