So I have a question for anybody who wants to answer it: would you red tag naim027's new account if you knew for certain who it was (having definitive proof), or would you give them another chance. I believe he has yet another account which he uses to exchange merits, bolster his trust, and he even goes so far as to have conversations with himself... it would be a sign of mental illness if it wasn't so cringe. The problem is, while I know the first account belongs to naim027 for a fact, I don't for the 2nd.
Personally I don't think such people can change, and I hate being lied to. But I'm willing to hear the opinions of others because I don't want to be acting out of a box.
I have always been of the understanding that once you are banned you are no longer allowed to operate on this forum. That includes alt account from my interpretation.

Now when we are talking about tags, If I was to scam on this forum(never happening, just saying for example), I would expect that reputation to follow me on other forums. Especially for example altcoinstalks where you have to verify your profile to teleport there. I feel the same way regarding red trust earned, it should follow all of your alt accounts that are found.
You can't scam, lie, and cheat and just make a new account to hide your tracks. You may be doing great on the new account, but that doesn't change the fact that you are still deceiving the community by hiding on a new name and you will likely exhibit the same behavior once put in a bad situation. Can people change? yes, but it's rare. Change the situation and see how a user reacts and you'll see the true colors come out.
If said person is whom they are being accused of, I wonder if others know and have been keeping the secret? That might be an interesting topic.
