I do not understand how people can fall for this.  Why and how did we become this dumb?

I would not let any stranger insert a cable in any of my devices.  I would not use a public charging station either.  Hell.  I do not even use public outlets, I bring my own Power Bank with me and run my devices using it.  But even if I was not this paranoid generally, I know I would still not let some body else insert an USB in my phone.  People use USBs to transfer their private files to their computer, how do they not have this little common sense?

I don't think this is about being dumb, it's more like being kind. You can meet new people at any public gathering like club, airport or train station, cinema etc without knowing their real intention. During that friendly conversation, you might be carried away or out of kindness, you will find it difficult to decline that simple request when they ask you to help them test the cable on your phone. These scammers are very smart beyond imagination, they won't just appear from nowhere and ask for your phone, they will try as much as possible to establish that friendship and make sure you're complying before they make that sudden move.

Circumstances force people to make use of public power stations. During travelling, I have witness people running out of charge on their device without no option to charge other than requesting for a driver's help in public transport or take their device to commercial charging center. Unexpected power outage can put someone in a situation like this. However, as far as one is crypto enthusiast, I expect extreme caution dealing with issues like this.
