Within a country that is not performing well economically, could be also unexplored sectors, but maybe the citizens are just too lazy or too focused on getting paid in hard currency instead of their local fiat, because of country wide inflation and the mentality that their own country is not economically a good place to grow wealth and family.
Irrespective of where an individual chooses to stay and earn a living, the mentality of such an individual is what matters because the principles of wealth is a knowledge that is learnt and put into effect to have a result, otherwise being paid big even with the best jobs does not guarantee an individual who has relocated to a better place as they think, will become wealthy automatically.

Anyway I can't agree more with you, because what you have said is not a thing a person without experience can say, I also did not realized this until I saw it with my own eyes, people spending their entire lives in a foreign country earning a lot of money but back in their hometown they are not building anything, and we know people judge us on things they can see like property, land, a luxury house, car not bank balance. (that's another thing to discuss on).
But they spend their entire life abroad but don't spend on these things even their bank balances that they have accumulated so far at some point come to an end and they are then looking for a job when they come back to their hometowns.
I have seen this, not experienced and don't want to but you are right we have to be smart enough to work things out in our own country and my plans are same but my family, friends, and everyone around me wish to go abroad and want me to go abroad as well.
